Starbase: SpaceX’s Company Town Outsources Police Services to Cameron County

In the absence of a municipal police department, Starbase—a city primarily inhabited by SpaceX employees—has secured law enforcement services from Cameron County’s sheriff’s deputies. This collaboration, formalized through interlocal agreements effective as of Wednesday, designates the county deputies as Starbase’s de facto police force, with arrested individuals being detained in Cameron County jails.

The agreements, approved in September, are far-reaching. One mandates Cameron County to deploy eight deputies to Starbase, although only two will be on duty during a single shift. The other stipulates that the county will provide “jail services,” with Starbase agreeing to cover $100 per day per detainee and reimburse additional expenses, such as medical or psychiatric care for inmates.

This arrangement allows for the swift establishment of a criminal justice system without the need for ground-up construction—a practice common among small or newly incorporated towns in Texas that may struggle to establish their own police departments.

Yet, Starbase is no ordinary town. Its population is minimal, and its existence was solidified following SpaceX’s acquisition of properties in Boca Chica Village and expansion of launch-and-manufacturing activities beyond the village.

The law enforcement contract extends beyond routine patrols. Starbase has the option to procure additional security during “special events”—presumably space launches, which attract thousands of spectators to the seaside town of Boca Chica to witness Starship’s awe-inspiring flights.

The provision enabling extra police for special events is strategically savvy, underscoring that Starbase functions not as a traditional municipality but as a company town with a singular focus: ensuring frequent Starship launches.

This arrangement underscores the city’s unique nature. Although Starbase has its own mayor and commissioners, public safety remains under Cameron County jurisdiction. As per the agreement, body camera footage and related records will be retained by the county, and any concerns regarding local law enforcement must be addressed with the county authorities. For now, SpaceX appears to have created a town of its own, yet the power to enforce laws remains with another entity.
